We want to define under which condition a constituent can be uttered on its own. The definition contains both syntactic and semantic aspects:
A constituent can  be uttered on its own if it meets the following conditions:
# It is is ''phrase''.
# Its HEAD value identifies it as of part of speech ''v'' whose VFORM is ''fin''.
# Its SUBJ, SPR, and COMPS lists are empty.
# Its content is of type ''proposition''.
